Perancangan Kriteria Lingkungan Pada Tahapan Pengadaan Barang/Jasa Pemerintah Di Indonesia

Pengadaan Barang/Jasa Pemerintah (PBJP) menyerap porsi belanja negara yang sangat besar sehingga berpotensi menjadi instrumen strategis dalam mendukung target Net Zero Emission (NZE) Indonesia tahun 2060. Namun, implementasi Green Public Procurement (GPP) di Indonesia masih terkendala ketiadaan kriteria lingkungan yang tervalidasi dan sistem pengukuran kinerja yang terstandar. Penelitian ini bertujuan merancang kriteria lingkungan yang selaras dengan tahapan PBJP sekaligus menilai kelayakan penerapannya. Pendekatan campuran kuantitatif dan kualitatif diterapkan melalui studi literatur, validasi panel ahli menggunakan Content Validity Index (CVI), survei kelayakan kepada 401 pelaku pengadaan, serta pemetaan ke dalam kerangka Green Balanced Scorecard (Green BSC). Dari 15 kriteria awal yang diidentifikasi, 14 kriteria dinyatakan valid dengan nilai Scale-Level Content Validity Index (S-CVI/Ave) sebesar 0,967. Seluruh kriteria memperoleh kategori sangat layak dengan rerata skor 3,454 dari skala 4 dan tingkat respons positif 98,25%. Kriteria pemantauan, verifikasi, dan sanksi lingkungan dalam kontrak mencatat nilai tertinggi, sedangkan pengelolaan limbah memerlukan penguatan teknis lebih lanjut. Kriteria final tersebut kemudian dipetakan ke dalam empat perspektif Green BSC yang diturunkan dari Balanced Scorecard LKPP, yaitu pembelajaran dan pertumbuhan, proses internal penyelenggaraan PBJ, pemangku kepentingan, dan lingkungan. Penelitian ini menyimpulkan bahwa kriteria lingkungan yang dirancang dapat menjadi landasan pengukuran implementasi GPP secara sistematis dan akuntabel guna mendukung transformasi pengadaan menuju pembangunan rendah karbon.
Government goods and services procurement absorbs a substantial portion of state expenditure, positioning it as a strategic instrument for supporting Indonesia's Net Zero Emission target by 2060. Nevertheless, Green Public Procurement implementation in Indonesia remains constrained by the absence of validated environmental criteria and a standardised performance measurement system. This study aims to design environmental criteria aligned with procurement stages while simultaneously assessing their implementation feasibility. A mixed quantitative and qualitative approach was applied through a literature review, expert panel validation using the Content Validity Index, a feasibility survey involving 401 procurement practitioners, and mapping into a Green Balanced Scorecard framework. Of the 15 initial criteria identified, 14 were declared valid with a Scale-Level Content Validity Index of 0.967. All criteria achieved the highest feasibility category, with a mean score of 3.454 out of 4 and a positive response rate of 98.25%. Environmental monitoring, verification, and contract sanction criteria recorded the highest score, while waste management requires further technical strengthening. The final criteria were then mapped into four Green BSC perspectives cascaded from the LKPP Balanced Scorecard, namely learning and growth, internal procurement process, stakeholders, and environment. This study concludes that the designed environmental criteria can serve as a foundation for systematic and accountable measurement of Green Public Procurement implementation, supporting the transformation of procurement towards low-carbon development.
