Abstract

Kurang konsistennya penilaian performa kontraktor di industri hulu migas berkaitan erat dengan beragamnya kriteria yang digunakan untuk mengevaluasi kinerja kontraktor. Penelitian ini bertujuan untuk mengembangkan model evaluasi kinerja kontraktor menggunakan metode Quality Function Deployment (QFD) dan Analytical Hierarchy Process (AHP) yang menggunakan kriteria yang sesuai dengan kebutuhan perusahaan. QFD digunakan untuk menghubungkan kebutuhan divisi pemegang kontrak dengan persyaratan teknis yang relevan, sedangkan metode AHP digunakan untuk menghitung bobot setiap kriteria evaluasi. Sampel merupakan karyawan yang bekerja di perusahaan hulu migas, dan data yang digunakan berasal dari kontraktor perusahaan hulu migas di Indonesia. Model evaluasi kinerja kontraktor yang didapat dengan 5 kriteria utama; waktu, pengiriman, kualitas, stabilitas keuangan dan keselamatan kerja, selanjutnya diterapkan pada penilaian performa dari 4 kontraktor material kategori Oil Country Tubular Goods (OCTG) untuk Low Grade 9-5/8 inch Casing, dari hasil perhitungan didapat kontraktor yang terbaik dengan indikator nilai 70.01.

The lack of consistent assessment of contractor performance in the upstream oil and gas industry is closely related to the variety of criteria used to evaluate contractor performance. This research aims to develop a contractor performance evaluation model using the Quality Function Deployment (QFD) and Analytical Hierarchy Process (AHP) methods that uses criteria that are in accordance with company needs. QFD is used to link the needs of the contract holder division with relevant technical requirements, while the AHP method is used to calculate the weight of each evaluation criterion. The sample is employees working in upstream oil and gas companies, and the data used comes from contractors of upstream oil and gas companies in Indonesia. The contractor performance evaluation model obtained with 5 main criteria; time, delivery, quality, financial stability and safety, then applied to the performance assessment of 4 material contractors in the Oil Country Tubular Goods (OCTG) category for Low Grade 9-5/8-inch Casing, from the calculation results obtained the best contractor with an indicator value of 70.01.
