Abstract
Abstract
Disasters are understood as series of events that threaten and disrupt the livelihoods of people caused by natural and/or non-natural factors or human factors, which resulted in human casualties, environmental damage, property losses and psychological impact. This paper understands disasters in non-natural concepts and social disasters. In disaster mitigation, the hazard and vulnerability due to social planning (failure of modernization) will be considered a disaster when it causes casualties. The Kereng Bangkirai community, women and men in social or humanitarian disasters; the community has the potential on social conflict, which can result in psychological victims. The Kereng Bangkirai community on periodically on socio-cultural changes due to environmental development and Tourism Village development. The fisher community and defending forest people receive a direct impact changes
are food scarcity and stereotype as illegal group. The condition of scarcity and lack of the men income, encourages the women to earn the other efforts to fulfill family needs, with bawarung, badagang, bausaha and some fisher. These wives may conduct trading activities as long as the household activities are sorted out, if they did not, they get same protests from their husbands and some get violent. The community experiences on vulnerability situation, that is, first, the women are vulnerable to being victims of domestic violence because culturally women have tahan manyarenan and they had to economic dependence on direct cash and other capital assistance. Secondly, fisher communities and forest dependent people experienced subordination of local wisdom that called tatas papui, and counter to the canal blocking and subordination is called as an illegal logging and illegal fishing. Third, local communities fall on the marginalization from their land and water-rivers- as illegal slum groups, that is causing of resistance.
Bencana dipahami sebagai rangkaian peristiwa yang mengancam dan mengganggu penghidupan masyarakat yang disebabkan baik oleh faktor alam dan/atau faktor non-alam maupun faktor manusia, serta menimbulkan korban jiwa manusia, kerusakan lingkungan, kerugian harta benda dan dampak psikologis. Tulisan ini memahami bencana dalam konsep non-alam dan bencana sosial. Dalam mitigasi bencana, bahaya dan kerentanan akibat perencaan sosial (gagal modernisasi) akan dianggap sebagai bencana ketika menimbulkan korban. Masyarakat Kelurahan Kerang Bangkirai, perempuan juga laki-laki berada dalam kondisi bencana sosial atau kemanusiaan; masyarakat memiliki potensi konflik sosial, yang dapat mengakibatkan korban psikologis pada laki-laki dan perempuan. Masyarakat Kelurahan Kereng Bangkirai secara periodik mengalami perubahan
sosio-kultural akibat pembangunan lingkungan hidup dan pengembangan Desa Wisata. Masyarakat nelayan dan peramu hasil hutan menerima dampak langsung, yakni kelangkaan pangan dan streotif kelompok illegal. Kondisi kelangkaan penghasilan laki-laki, mendorong para perempuan untuk memikirkan usaha-usaha untuk mencukupi kebutuhan keluarga, dengan bawarung, badagang, bausaha dan sebagian menjadi nelayan tangkap. Para istri ini boleh melakukan aktifitas berdagang asal kegiatan rumah tangga beres, jika tidak akan mendapat protes dari para suami dan ada yang mendapat kekerasan. Masyarakat mengalami situasi kerentanan, yakni pertama, perempuan rentan menjadi korban KDRT karena secara kultural perempuan harus tahan manyarenan dan ketergantungan ekonomi terhadap bantuan langsung tunai dan modal lainnya. Kedua, masyarakat nelayan dan peramu hutan mengalami subordinasi kearifan lokal tentang tatas papui, menjadi kontra terhadap teknologi canal blocking dan mengalami subordinasi sebagai kelompok illegal logging dan illegal fishing. Ketiga, masyarakat lokal mengalami marginalisasi terhadap tanah dan air-sungai sebagai kelompok kumuh illegal, menyebabkan rentan perlawanan.
