Abstract
This research is based on the determination of the Toba Caldera as a geopark global UNESCO in the 209th session of
the UNESCO executive council of UNESCO in 2020. With this statement, governments can develop the geopark Toba
Caldera, especially empowerment of micro, small, and medium-sized enterprises, so the Toba regional government to
advance the tourism sector to boost tourist visitations at Lake Toba. The purpose of this study is to know how tourism
development will affect micro, small and medium-size enterprises so that governments can plan appropriate strategies
to develop micro, small and medium-size enterprises in Lake Toba for the future. Research methods used in this study
are qualitative approaches with descriptive data that continue by formulating a strategy using impact-effort effort
prioritiazion and swot analysis. With the development of geopark Toba Caldera to become a member of the global
UNESCO geopark, it will benefit the region that is part of geopark Toba Caldera especially in small, micro and
mediumsized enterprises. According to research, using a qualitative approach with this deductive data suggests that the
development of the tourism sector already carried out by Toba's field of tourism and culture is far from optimal and far
from adequate equipment and infrastructure, access and inadequate infrastructure, less awareness of society's
participation in the preservation and development of the various tourist assets, is not yet optimizing the function and
cooperation between tourism agencies. Among the development of the tourism sector are obstacles and barriers to its
implementation: society factors, the lack of quality in human resources, limited funding in tourism. However, the
development of tourism by the Toba district's tourism and cultural services has shown that the income generated from
the tourist sector is already capable and is more than equal to the development of micro, small and medium-sized
enterprises in the Lake Toba region. Among the benefits of this study are self-reliance and competitiveness and
increased public welfare through increased income for the Lake Toba region. In addition to these potential benefits
would also stimulate many international agencies to come to educate and develop the geopark Toba Caldera region in
an effort to promote the development of the Lake Toba region's tourism area
