Abstract
The Pre-Employment Card Program is a work competency and entrepreneurship development program. This program has been running since April 2020 which has been implemented throughout Indonesia, one of which is Medan. This study aims to determine the effect of the Pre-Employment Card Program on unemployment in Medan. The type of research used is associative quantitative. The data used is primary data by distributing questionnaires to 100 respondents who are beneficiaries of the Pre-Employment Card Program in Medan. The variables used are Training (X1), Incentives (X2), and Unemployment (Y). Data analysis used a multiple linear regression model using a statistical software called Eviews. The results of this study indicate that Training and Incentives in the Pre-Employment Card Program simultaneously have a significant effect on unemployment. Meanwhile, partially, training in the Pre- Employment Card Program has a significant negative effect on unemployment, while incentives in the Pre Employment Card Program have a significant positive effect on unemployment.
