Abstract
Pada 1 Januari 2020, Indonesia diwajibkan untuk mengikuti kebijakan IMO 2020 berkaitan dengan MARPOL (Marine Pollution) dimana setiap kapal harus menggunakan bahan bakar Marine Fuel Oil (MFO) dengan kandungan sulfur rendah (Low Sulphur Fuel Oil/LFSO). Dengan demikian, setiap kapal yang mengangkut atau membawa bahan bakardi perairan Indonesia, baik berbendera Indonesia atau asing, wajib menggunakan kandungan sulfur dibawah 0,5% S vs sebelumnya 4.5%S. Akibat kebijakan ini, permintaan terhadap bahan bakar yang bersulfur rendah (LSFO) akan meningkat. Duri Crude Oil merupakan salah satu Crude yang memiliki kandungan sulfur dibawah 0,5% dan memiliki karakterisitk yang menyerupai produk MFO. Akibat kebijakan IMO tersebut, permintaan DuriCrude Oil mengalami peningkatan sehingga akan berdamFotpak kepada harga Crude tersebut.Permasalahan pada PT. Pertamina Refinery Unit (RU) II yaitu Duri Crude Oil merupakan crude yang memiliki harga paling mahal dikarenakan adanya peningkatan permintaan pada Crude tersebut. Peningkatan tersebut dikarenakan adanya kebijakan IMO yang telah dijelaskan di subbab sebelumnya.Maka dari itu PT. Pertamina Refinery Unit (RU) II perlu mencari alternatif pengganti DCO (Duri Crude Oil) dengan harga yang lebih terjangkau.
On January 1, 2020, Indonesia is required to follow the IMO 2020 policy relating to MARPOL (Marine Pollution) where every ship must use Marine Fuel Oil (MFO) with low sulfur content (Low Sulfur Fuel Oil / LFSO). Thus, every ship carrying or carrying fuel from Indonesian waters, whether Indonesian or foreign flags, must use a sulfur content below 0.5% S vs the previous 4.5% S. As a result of this policy, the demand for fuel with low sulfur ( LSFO) will increase. Duri Crude Oil is one of the Crude which has a sulfur content of 0.5% and has characteristics below that of MFO products. As a result of the IMO policy, the demand for Crude Oil Thorns has increased so that it will have an impact on the Crude Oil price. Problems at PT. Pertamina Refinery Unit (RU) II, namely Duri Crude Oil, is the crude oil that has the most expensive price due to an increase in demand for this Crude Oil. This increase was due to the IMO policy stated in the previous section. Therefore, PT. Pertamina Refinery Unit (RU) II needs to find an alternative source of DCO (Duri Crude Oil) at a more affordable price.
